Brazil advances maritime sovereignty and port investment monitoring
Brazil is seeing a strategic push toward maritime sovereignty and modernized port management. The National Union of Maritime Navigation Companies (Syndarma) and the Brazilian Association of Maritime Support Companies (Abeam) report a long-term commitment to local projects and the Brazilian flag, positioning the country as a ‘safe harbor’ for offshore investments, particularly regarding the Equatorial Margin.
A fleet renewal process is underway, highlighted by the delivery of the PSV Starnav Elektra, the first vessel in the Petrobras fleet renewal program built with BNDES financing. This is the first of ten hybrid supply vessels to be constructed at the Detroit shipyard in Santa Catarina.
In regulatory developments, the National Agency for Waterway Transportation (Antaq) has launched the Investment Monitoring System (SAI). This digital tool replaces manual PDF reporting with a standardized workflow to track port investments in lease and adhesion contracts, providing a structured database for financial and physical investment data.
Additionally, Antaq participated in a technical mission to the United States, collaborating with the U.S. Army Corps of Engineers (Usace) to exchange expertise on shallow-water navigation, waterway infrastructure, and environmental management, including visits to the Port of South Louisiana and the New Orleans district.
