Brazil implements Prospera MEI package for micro-entrepreneurs

The Brazilian government has introduced the Prospera MEI package, a legislative initiative designed to support the country's 17 million micro-entrepreneurs. Following approval by the Chamber of Deputies and the Senate, the measures await presidential sanction.

Key provisions include a gradual increase in the annual revenue ceiling, rising from the current R$ 81,000 to R$ 110,000 in 2027 and reaching R$ 140,000 by 2028. Additionally, the rules will allow micro-entrepreneurs to hire up to two employees instead of one.

A major component of the package is the forgiveness of federal tax debts incurred up to October 13, 2026. This measure could benefit approximately 3.6 million entrepreneurs and potentially clear between R$ 12.6 billion and R$ 18.7 billion in liabilities, including interest and fines. To qualify, entrepreneurs must maintain regular payments of the Simples Nacional collection document (DAS) for six months following the law's implementation on January 1, 2027.

Other measures include expanded access to public procurement through exclusive bidding processes for contracts up to R$ 32,746.06 and debt renegotiation programs. Recent Sebrae research indicates that 51% of micro-entrepreneurs view these changes positively, noting that the increased revenue limit will facilitate business expansion.
