Brazil Bill proposes 50% airline discount for family emergencies

A new legislative proposal, Bill 2158/26, seeks to mandate that airlines provide a minimum 50% discount on fares for passengers facing family emergencies. The bill, authored by Deputy Socorro Neri, targets situations involving the death of a relative or hospitalization with risk of death.

The proposed benefit would extend to spouses, partners, parents, children, siblings, grandparents, and grandchildren, though airlines could expand this list through internal policies. To qualify, passengers must provide proof of the emergency, such as a death certificate or medical certificate. Airlines would be required to provide priority channels for rapid case analysis.

The discount applies strictly to the fare amount and excludes airport fees, subject to seat availability. If a passenger purchases a ticket before requesting the discount, they may claim a refund for the difference within seven days of the emergency. The bill must pass through the Commissions of Transportation, Consumer Defense, and Constitution and Justice before proceeding to the Chamber of Deputies and the Senate for final approval.
