Brazil Bill proposes mandatory age ratings for cartoons

Bill 2452/26, currently under analysis in the Brazilian Chamber of Deputies, proposes mandatory age ratings for cartoons and digital animations. The regulations would apply to television, cinema, streaming platforms, and social media.

The bill establishes specific content guidelines for early childhood. For children under 2 years old, productions must include warnings regarding the risks of screen use, following guidelines from the World Health Organization and the Brazilian Society of Pediatrics. For children aged 2 to 4, content must be educational, feature slow narratives, and lack violence. For children aged 4 to 6, parental supervision is recommended, and only mild, constructive conflicts are permitted.

To protect children up to age 6, the bill prohibits physical violence, threats, kidnapping, death, bullying, and sexual connotations. It also bans excessive sensory stimuli, such as scene changes lasting less than three seconds, loud sounds, or intense flashing lights. The proposal aims to replace the generic “Free for all audiences” label with detailed age-specific classifications.
