Brazil bill proposes R$ 7,000 salary floor for municipal guards
A bill currently under consideration in the Brazilian Chamber of Deputies proposes a national policy to enhance municipal guards. Authored by Deputy Marcos Tavares (PDT-RJ), Bill 5.479/2026 establishes a reference salary floor of R$ 7,000 per month for a 40-hour work week. This amount would be proportional for shorter shifts and would apply to the base salary or initial career subsidy, excluding overtime, night shifts, allowances, or other gratifications.
The proposal includes an annual adjustment every January based on the National Consumer Price Index (INPC) and prohibits nominal salary reductions. Implementation is voluntary and requires specific municipal legislation. To support cities with lower fiscal capacity, the federal government could provide financial assistance through the National Public Security Fund (FNSP) or other transfer mechanisms.
Additionally, the bill allows municipalities to adopt the complementary designation ‘Municipal Police’ for their corporations, which could be used on uniforms and vehicles.
