Brazil Bill proposes stadium bans for child support debtors
A new legislative proposal in Brazil, Bill 2581/26, seeks to restrict individuals with unpaid child support debts from entering stadiums, arenas, and other sporting events. Authored by Deputy Sâmia Bomfim (PSOL-SP), the bill proposes amendments to the Code of Civil Procedure and the General Sports Law to implement these restrictions as a judicial coercive measure.
Under the proposal, the prohibition would remain in effect until the debt is settled. Arena and event administrators would be required to implement systems to enforce these judicial orders. In venues equipped with biometric or electronic identification, these technologies would be used to block access; in locations without such systems, identity documents linked to tickets would be verified.
Deputy Bomfim stated that traditional methods, including civil imprisonment, have proven insufficient in ensuring consistent payments. She noted that the lack of payment increases the social vulnerability of children and places an undue burden on the primary caregivers responsible for their education and sustenance. The bill must still be evaluated by several commissions and approved by both the Chamber of Deputies and the Federal Senate.
