Brazil betting taxes reach R$11.1 billion amid new regulatory ban
Brazil’s taxes on betting and gambling reached R$11.116 billion between January and September 2026, according to the Federal Revenue Service. This figure includes Caixa lotteries and reflects a period of growth before the implementation of Provisional Measure 1,394/2026, which banned the operation and promotion of fixed-odds betting in the country.
Prior to the ban, the betting sector exerted significant influence on the media market. Between January 2025 and June 2026, fixed-odds operators invested R$2.12 billion into free-to-air and pay television. Ten major operators accounted for 94.2% of all industry television investments during this period. Following the regulatory crackdown, broadcasters were given a deadline of October 5 to remove contracted promotional spots.
Economic studies suggest the betting industry had a profound impact on Brazilian consumption. Research from FEA/USP indicates that Brazilian families transferred a net value of R$62.5 billion to betting platforms in 2025. The diversion of funds to betting represented approximately 1% of Brazil's GDP, with estimates suggesting the activity diverted between R$117 billion and R$141 billion from other economic sectors in 2025.
