Brazil Chamber of Deputies approves pet movement in condominiums
The Environment and Sustainable Development Commission of the Brazilian Chamber of Deputies has approved Bill 1711/25, which seeks to amend the Brazilian Civil Code to ensure the free movement of domestic animals in the common areas of residential buildings and condominiums.
The proposed measure prevents condominium conventions and internal regulations from summarily prohibiting pets from using shared spaces such as hallways, garages, lobbies, staircases, and service elevators. However, the law stipulates that animals must always be under the direct supervision and responsibility of a qualified owner or caregiver.
Relator Deputy Chico Alencar (Psol-RJ) supported the text, originally formulated by Deputy Célio Studart (PSD-CE), arguing that it aims to curb arbitrary prohibitions that fuel conflicts between neighbors and condominium administrations without compromising the rights of other residents.
