Brazil Civil Defense implements Cell Broadcast emergency alerts

Brazil's Civil Defense is utilizing Cell Broadcast technology to issue emergency alerts directly to mobile devices during severe weather events. Unlike traditional SMS, this system uses 4G and 5G mobile networks to send messages to all compatible devices connected to specific antennas in a targeted area. The alerts appear directly on the screen and can bypass silent modes, requiring no prior registration or zip code input from the user.

The timing of these alerts depends on real-time meteorological assessments. The Ministry of Integration and Regional Development (MIDR) explains that alerts are triggered only when risks, such as intense rainfall or rising river levels, are identified as imminent. Because the system is designed to be highly intrusive for urgent situations, authorities analyze rainfall intensity, historical data, and regional vulnerabilities before deciding to broadcast a message.

In addition to Cell Broadcast, the state Civil Defense offers a free SMS service. Residents can register specific locations by sending a zip code to the number 40199 to receive updates.
