Brazil cleared to issue sovereign debt in yuan via China
Brazil's Federal Court of Accounts (TCU) has unanimously approved the federal government's plan to issue public debt in yuan within the Chinese market. The court found no evidence of illegality in the proposal, noting that the operation falls within the international issuance program authorized by the Federal Senate, which has a $100 billion ceiling.
The inaugural issuance is expected to be up to 5 billion yuan (approximately $735 million). According to the National Treasury Secretariat, this move would increase federal public debt by about 0.04% and external debt by 1.1%. If successful, Brazil would become the first Latin American nation to issue sovereign 'panda bonds' in the Chinese domestic market.
