Brazil climate agenda: Private sector leadership and regional budget gaps

Former Environment Minister Izabella Teixeira stated that COP30 provides an opportunity for the Brazilian private sector to take a proactive role in the global climate agenda. Speaking at an event in São Paulo, Teixeira emphasized that Brazilian companies must move beyond a defensive posture and avoid hiding behind issues like deforestation to effectively utilize the country's soft power in climate politics.

In the Amazon region, data indicates that incumbent governors have allocated an average of only 1.3% of their total budgets to climate-related expenses since 2023. Across five states in the Legal Amazon, R$ 6.4 billion was directed toward climate programs, compared to R$ 475 billion spent on non-climate related areas. Acre recorded the highest proportional allocation at 2.6%, while Amapá recorded the lowest at 0.6%.
