Brazil: CNH services may be blocked due to CPF issues or court orders

In Brazil, drivers with irregularities in their CPF (Individual Taxpayer Registry) may face obstacles when attempting to access various driver's license (CNH) services. Following Federal Law No. 14,534, which establishes the CPF as the primary identification number for public services, Detran may suspend administrative procedures—such as renewals, issuance of second copies, category changes, or data corrections—if the driver's identity cannot be confirmed through official databases.

While Detran does not automatically suspend a valid license due to debts or tax arrears, the discrepancy in registration data can halt requested services until the information is corrected.

Separately, the judiciary maintains the authority to suspend a CNH as a coercive measure in specific debt collection cases. According to the Superior Court of Justice (STJ) under Repetitive Theme 1,137, such measures—including the restriction of passports or credit cards—must be applied subsidiarily, based on specific reasoning, and must remain proportional to the case. These are not automatic penalties for being in debt but are judicial tools used when traditional asset recovery efforts fail.
