Brazil Commission approves ban on animal feathers in costumes

The Industry, Commerce and Services Commission of the Brazilian Chamber of Deputies has approved a bill that prohibits the use of animal feathers and plumes in costumes and allegories, including those used during Carnival.

Relator Deputy Marcelo Queiroz rejected an earlier version of the bill that would have allowed exceptions for feathers extracted without causing animal suffering or for the reuse of old materials. Queiroz argued that allowing the reuse of plumes could facilitate fraud due to a lack of effective traceability mechanisms to distinguish between reused and newly extracted feathers.

Under the proposed law, violators would face fines ranging from R$ 5,000 to R$ 1 million. In cases of recidivism, the fine would be doubled, with an additional 100% increase applied to each subsequent infraction. The bill, originally introduced by Deputy Célio Studart, must still be reviewed by the commissions on Environment and Sustainable Development, Finance and Taxation, and Constitution, Justice and Citizenship before it can proceed to the Senate.
