Brazilian Chamber approves license suspension for animal abandonment
The Brazilian Chamber of Deputies has approved Bill 25/2024, which introduces strict penalties for individuals using vehicles or boats to abandon animals in public spaces. The proposal, reported by Deputy Fred Costa, amends the Brazilian Traffic Code to classify such actions as a very serious infraction.
Under the new rules, drivers face a 12-month suspension of their driver's license (CNH). This period increases to 18 months if the abandoned animal is a dog or cat. Financial penalties include a fine equivalent to ten times the base value of a very serious traffic infraction. If the abandonment results in the animal's death, injury, or being run over, the fine amount will be doubled.
Repeat offenders who commit the same infraction within a 24-month period may face the permanent revocation of their driver's license. The legislation also extends these rules to watercraft, such as boats and jet skis, used to facilitate animal abandonment in rivers or lakes. The bill now moves to the Federal Senate for further analysis.
