Brazil concludes public consultation for 2nd National Racial Equality Plan

The deadline for civil society to submit contributions for the construction of the 2nd National Plan for the Promotion of Racial Equality (Planapir) concludes this Friday (16). Suggestions can be submitted via the federal government’s Participa + Brasil platform.

The public consultation is open to representatives of racial equality organizations, Black women's movements, quilombola communities, traditional African-based peoples, and the general public. According to the Ministry of Racial Equality (MIR), the goal of this social participation is to provide proposals that guide the Brazilian State in combating structural racism, historical reparation, reducing inequalities, and promoting racial and economic justice.

This process follows the 5th National Conference on the Promotion of Racial Equality (5ª Conapir), held in September 2025, which mobilized approximately 15,000 people. The contributions focus on 16 thematic axes, including work and productive inclusion, education, health, social development, culture, and public security.
