Brazil Congress advances patent protection and tax‑regime reform proposals

The Chamber of Deputies is considering a complementary bill (PLP 32/26) that would allow patents delayed by the National Institute of Industrial Property (INPI) to be extended up to five years, creating a National Fund for Strategic Patent Maintenance linked to the Ministry of Science, Technology and Innovation. The measure also seeks to protect budget allocations for the INPI and for public research institutions.

Separately, a complementary bill (PLP 108/2021) presented by Deputy Jorge Goetten proposes updating the revenue limits of the Simples Nacional tax regime, including higher ceilings for micro‑entrepreneurs and small businesses, with the changes slated to take effect from 2028 after a transition period. Both initiatives aim to modernise Brazil’s innovation and business environment.
