Liberal Party secures largest blocs in Brazilian Congress for 2027

The 2026 elections have significantly reshaped the Brazilian Congress for the 2027-2030 legislature. The Liberal Party (PL) emerged as the largest force, securing 121 seats in the Chamber of Deputies and a projected 28 seats in the Senate, making it the largest party in both houses since 1988.

Despite this dominance, the PL will still need to negotiate with centrist blocs to pass constitutional amendments. The new composition creates a challenging landscape for the presidency: a re-elected Lula would face a right-leaning Senate, while a Flávio Bolsonaro presidency would benefit from a strong right-wing base but must still manage coalitions with parties like União-PP and PSD to achieve majorities.

Key legislative priorities for the upcoming term include discussions on the implementation of the Tax Reform, potential changes to the Supreme Federal Court (STF) functions, and proposals to end presidential re-election. Additionally, environmental studies indicate that a majority of the new legislators show low convergence with environmental and climate protection agendas.
