Brazil Chamber of Deputies approves solar energy tax exemption project

The Economic Development Commission of the Brazilian Chamber of Deputies has approved Legislative Decree Project (PDL) 107/24. This measure aims to maintain a temporary import tax exemption on photovoltaic solar inverters, blocking a previous decision by the Ministry of Development, Industry, Commerce, and Services that had canceled the benefit.

Inverters are critical components that convert direct current from solar panels into the alternating current used by the electrical grid. According to Deputy Delegado Caveira (PL-PA), the removal of this fiscal incentive could jeopardize R$ 20 billion in investments and approximately 159,700 jobs within the solar energy sector.

Relator Deputy Lafayette de Andrada (PL-MG) supported the project, noting that the sudden revocation of benefits acts similarly to a sharp increase in import costs, which burdens ongoing projects and discourages new investments. Data from the Brazilian Association of Photovoltaic Solar Energy (Absolar) indicates that the suspension of the incentive directly affects 5.78 gigawatts (GW) of installed capacity. The project now moves to the Finance and Taxation Commission before proceeding to a vote in the Chamber Plenary.
