Brazil considers bill to allow taxis and apps in bus lanes
The Brazilian Chamber of Deputies is reviewing Bill 1.992/2026, which proposes allowing taxis and ride-hailing vehicles to use exclusive bus lanes. The legislation, authored by Deputy Vanderlan Alves, seeks to amend the Brazilian Traffic Code to classify these vehicles as public utility service providers during operation.
Under the proposal, these vehicles would be permitted to stop freely for the boarding and disembarking of passengers. However, the use of exclusive lanes would be subject to regulation by local traffic authorities, who maintain the power to restrict access based on technical justifications. The bill specifies that the circulation of private transport must not interfere with the priority of collective public transport.
The bill has already passed through the Commissions on Transportation and on Constitution, Justice, and Citizenship. It is currently awaiting a report from rapporteur Denise Pessôa in the Commission on Transportation. To become law, the project requires approval from both the Chamber of Deputies and the Federal Senate, followed by presidential sanction.
