Brazil considers legislation to allow LED headlight replacements

Legislative proposals are advancing in the Brazilian Chamber of Deputies to allow the replacement of original vehicle headlights with LED technology. Currently, National Traffic Council (Contran) resolution 667/17 prohibits replacing original bulbs with different technologies in vehicles not equipped with them from the factory.

The proposed changes, including PL 1108/2025 and PL 2618/2026, aim to amend the Brazilian Traffic Code to permit LED installation regardless of the vehicle's age, provided specific technical and safety criteria are met. These requirements include the use of certified components, adherence to specific light intensity and focus limits, and the use of white or yellow light to prevent blinding other drivers and pedestrians.

PL 1108/2025 has already received a favorable opinion from the Commission on Roads and Transport and is awaiting a rapporteur in the Commission on Constitution, Justice, and Citizenship. If approved by Congress and sanctioned by the President, Contran will have up to 180 days to establish final inspection guidelines and documentation rules. During a transition phase, the project suggests a suspension of fines applied solely for LED use, provided the systems are regulated and safe.
