Brazil considers new measures to enforce child support payments

New legislative proposals in Brazil aim to strengthen the enforcement of unpaid child support through various coercive measures.

Bill 2811/26 proposes that sports betting winnings be withheld to settle debts. Under this plan, betting companies would consult a National Registry of Alimony Debtors managed by the National Council of Justice. If a winner is listed, their prize would be redirected to the judiciary for debt payment. The bill also suggests using income tax refunds to settle arrears and allows for the continuous blocking of bank accounts. Additional measures could include suspending driver's licenses, seizing passports, and prohibiting participation in public exams or bidding processes.

Separately, Bill 2581/26 seeks to temporarily bar debtors from entering stadiums, arenas, and other sporting events until their debts are cleared. This measure would require event organizers to implement identification mechanisms, such as biometric systems or ID checks, to enforce judicial restrictions. Proponents argue that traditional methods, such as civil imprisonment, have proven insufficient in ensuring consistent payments and reducing the social vulnerability of children.
