Brazil court halts construction at Victory Marine Residence condo
A judge of the 2nd Mixed Court in Cabedelo, Judge Juliana Duarte Maroja, ordered an immediate stop to any new work, expansion, renovation, soil movement or vegetation removal at the Victory Marine Residence condominium in Lucena, Paraíba. The ruling responds to a public civil action filed by the Paraíba Public Prosecutor’s Office, which alleged the development has operated for more than three years without the required operating license from the State Environmental Administration (SUDEMA) and has been disposing sewage and effluents illegally, threatening the local mangrove ecosystem and the high water table.
The decision also mandates that the condominium refrain from improper waste disposal, imposes a daily fine of R$ 5,000 for non‑compliance, and summons the General Attorney’s Office and the Federal Heritage Secretariat to comment on the case. The court declined a total interdiction of the complex, deeming it disproportionate pending an official technical inspection.
