Brazil court orders imprisonment of former Uruguayan agent for Operation Condor crimes

The Special Court of Brazil’s Superior Court of Justice (STJ) has ordered the imprisonment of Pedro Antonio Mato Narbondo, a former Uruguayan intelligence officer, to serve a sentence in Brazil. The decision follows a request from the Federal Public Ministry (MPF) to execute a sentence originally handed down by Italian courts.

Narbondo, known as ‘El Burro’, was sentenced to life imprisonment in Italy for the 1976 kidnapping, torture, and murder of four Italian citizens. Because Narbondo acquired Brazilian nationality in the 2000s, he cannot be extradited to Italy. Consequently, the STJ converted his life sentence into 30 years of imprisonment, to be served in a closed regime.

The crimes were part of Operation Condor, a coordinated effort by South American dictatorships to persecute political opponents. Narbondo served as an official in Uruguay’s Defense Information Service (SID).

During the proceedings, ministers rejected the application of Brazil’s Amnesty Law to the case, aligning with the Inter-American Court of Human Rights' stance that crimes such as torture and forced disappearances cannot be pardoned by amnesty. Narbondo had previously been under electronic monitoring in Santana do Livramento, Rio Grande do Sul.
