The ruling, issued by Judge Manoel Pedro Martins de Castro Filho of the 6th Federal Civil Court of the Distrito Federal, follows a lawsuit filed by the Instituto Internacional Arayara against the National Agency of Petroleum, Natural Gas and Biofuels (ANP), the Union, and the President of the National Energy Policy Council (CNPE).

The court determined that the blocks in question overlap with conservation units, ecological corridors, and territories of high biodiversity relevance, including areas used by endangered species. Consequently, the judge ruled that no new bidding rounds for these specific blocks may occur until technical and environmental regularity is unequivocally proven through favorable reports from competent environmental agencies, such as Ibama and ICMBio.

The ANP has announced its intention to appeal the decision. The agency clarified that the affected blocks are not part of the upcoming sixth cycle of permanent offerings scheduled for October 7. Furthermore, the ANP argued that the bidding process itself does not grant automatic authorization for exploration, as detailed environmental licensing is a separate, subsequent requirement.
