Brazil: CPF irregularities can obstruct CNH services

Drivers in Brazil with registration irregularities in their CPF may face difficulties when requesting services related to their National Driver's License (CNH). Discrepancies in data registered with the Federal Revenue Service can prevent procedures such as renewal, issuance of a duplicate, or changes to personal information.

This issue stems from increased integration between public databases following Federal Law No. 14,534/2023, which established the CPF as the primary identifier for citizens in public services. Consequently, information such as name, date of birth, and parentage is frequently cross-referenced between government systems.

An irregular CPF does not automatically mean a driver's license is suspended or revoked, nor does having debts or a negative credit rating trigger an immediate block. However, inconsistencies often arise when a driver attempts to interact with the State Transit Department (Detran). Affected services may include license renewal, obtaining a definitive CNH, changing vehicle categories, or transferring records between states.
