Brazil debates criminal faction classification and election interference

Brazilian authorities and experts are addressing the growing influence of organized crime on state functions and democratic processes. In Ceará, the Public Ministry and the Integrated Force to Combat Organized Crime (FICCO) are investigating allegations that a criminal faction attempted to interfere in the elections in Sobral by influencing candidates and voters.

Beyond local elections, a national debate has emerged regarding whether major factions like the PCC and Comando Vermelho should be classified as terrorist organizations. Proponents of the classification, such as anthropologist Paulo Storani, argue that these groups have moved beyond drug trafficking to exercise territorial control, impose their own rules, and challenge the state's authority. Conversely, critics like former National Public Security Secretary Mário Sarrubbo argue that these groups function as profit-driven criminal enterprises lacking the political or ideological motivations required by current terrorism legislation.
