Senate President Davi Alcolumbre schedules Public Security PEC vote

Senate President Davi Alcolumbre has scheduled the vote for Constitutional Amendment Proposal (PEC) 18/2025, known as the Public Security PEC, for Tuesday, November 3, at 4:00 PM. The executive-authored proposal aims to combat organized crime by reorganizing the security system and strengthening cooperation between federal, state, and municipal governments.

Key provisions include the constitutionalization of the Unified Public Security System (SUSP), expanded duties for the Federal Highway Police, and the authorization for municipal civil police forces. The PEC also establishes stricter penalties for leaders of criminal factions and militias, including mandatory imprisonment in maximum-security units and restrictions on sentence progression. Financial measures include allocating 10% of the annual surplus from the Pre-Salt Social Fund to security funds.

The vote follows a period of tension regarding amendments to reduce the criminal responsibility age. While opposition members have proposed lowering the age to 16 or even 14 for heinous crimes, the government has sought to avoid these changes to prevent the matter from returning to the Chamber of Deputies. President Luiz Inácio Lula da Silva has stated his intention to create a Ministry of Public Security upon the amendment's promulgation.
