Brazil delays mandatory biometric ID for INSS until 2027

The Brazilian federal government announced that the requirement for the new National Identity Card (CIN) biometric data to be used in INSS services and other social programs will be postponed until 1 January 2027. The postponement aims to give public agencies more time to integrate databases and avoid disruptions for beneficiaries during the transition.

Biometric records already stored in official sources such as driver’s licences, the Electoral Court and the Federal Police will remain valid through the end of 2027, provided they were collected by 31 December 2026. The unified biometric system, which ties the CPF to the identity document, is intended to improve payment security and curb fraud in pensions, retirements and other social benefits.

The delay is meant to prevent millions of Brazilians from facing access problems to their benefits while the new technological infrastructure is completed.
