Brazil discusses rights and policies for homeless populations

In Pará, Brazil, state authorities are implementing actions to protect the rights of the homeless population, which includes nearly 5,000 people according to CadÚnico data. Over 2,600 of these individuals reside in Belém. The State Secretariat for Social Assistance, Labor, Employment, and Income (Seaster) works to strengthen the Unified Social Assistance System (Suas), while the State Secretariat for Human Rights (Seirdh) coordinates with judicial and civil society organizations to combat discrimination and marginalization. These efforts are guided by State Law No. 9.306, established in 2021, which mandates human dignity and humanized care.

In Cachoeirinha, the municipal stage of the National Meeting on Policies for the Homeless Population (Pop Rua 2026) resulted in several approved proposals. Participants, including government representatives and social movements, focused on mapping the population, expanding job opportunities, and improving healthcare access. Key proposals include ensuring in-person, humanized medical care to overcome digital barriers and integrating medical records across services. The resulting document will be sent to the Federal Government to contribute to national policy discussions.
