Brazil electoral regulations detail donation limits and reporting tools

Guidelines for the 2026 Brazilian elections outline strict regulations regarding campaign financing and the reporting of electoral irregularities. Corporate donations to political campaigns are prohibited; funding is restricted to individual donations, candidate's own resources, and public funds such as the Electoral and Party Funds.

Individual donations are capped at 10% of the donor's gross income from the previous year. For donations exceeding R$ 1,064.10, electronic transfers or crossed nominal checks are required to ensure traceability. All financial contributions must be documented with the donor's CPF to prevent unidentified resource origins.

To promote transparency, citizens can report electoral crimes, such as vote buying or irregular propaganda, through the Pardal application developed by the Superior Electoral Court (TSE). Irregularities can also be reported to the Electoral Public Ministry (MPE) or local electoral courts. Additionally, citizens may challenge the eligibility of candidates by submitting a reasoned request to the competent electoral court within five days of the candidacy registration notice publication.
