Lula proposes constitutional amendment for free weekend public transport
President Luiz Inácio Lula da Silva has announced a Constitutional Amendment Proposal (PEC) to establish free public transportation on weekends and holidays across Brazil. The initiative aims to complement the recently promulgated Constitutional Amendment No. 141/2026, which ended the 6x1 work scale and established a gradual reduction of the weekly work limit from 44 to 40 hours without salary cuts.
The proposal seeks to fund the free transit program by redirecting at least 25% of mandatory parliamentary amendments. This reallocation is estimated to cost between R$ 8 billion and R$ 12 billion annually. Proponents argue the measure will not increase federal spending since it utilizes existing budget allocations, though the plan is expected to trigger political debate in Congress regarding the control of these funds.
Implementation of the free transport policy is intended to be gradual and will depend on the adhesion of individual municipalities. The government intends to sign and send the PEC to Congress on Wednesday, October 21, 2026.
