Brazil enacts Law 15.269/2025 to expand free electricity market

Brazil's Congress approved Law 15.269/2025, a regulatory reform that modernises the electricity sector and broadens the free‑contracting market. The legislation sets out new rules to increase energy security, give consumers greater autonomy, and encourage the adoption of renewable power.

According to the Chamber of Commercialisation of Electric Energy (CCEE), the free market is projected to serve about 85,000 customers in 2025, accounting for roughly 43 % of the country’s electricity consumption. The law gradually opens the market to smaller users, offering more choice, contractual flexibility and cost transparency, and aims to turn electricity from a fixed cost into a strategic variable for businesses.
