Brazil enacts fuel tax reductions and new consumer protections

The Brazilian government has implemented several significant regulatory measures. President Luiz Inácio Lula da Silva signed Complementary Law 235/26, which establishes mechanisms to reduce or suspend federal taxes on fuels—including diesel, gasoline, ethanol, and aviation kerosene—to mitigate the impact of rising international oil prices. The law also provides financial aid to ethanol producers and includes tax benefits related to the 2027 Women's World Cup.

In consumer protection, two new decrees have been enacted to regulate large-scale public events. These measures aim to combat digital scalping by prohibiting the mass purchase of tickets via automated bots and requiring greater transparency regarding prices, fees, and virtual queue positions. Additionally, the decrees mandate the free distribution of potable water or the provision of drinking fountains at cultural events with more than 1,000 attendees.

Separately, the administration is addressing the expansion of online betting (bets). Following a meeting with civil society representatives, the government is evaluating stricter regulations to combat the social and economic impacts of gambling, including rising debt and mental health issues, with a definitive decision expected shortly.
