Brazil enacts National Policy for Critical and Strategic Minerals
President Luiz Inácio Lula da Silva has sanctioned Law No. 15.506/2026, establishing the National Policy for Critical and Strategic Minerals in Brazil. The policy aims to increase domestic value addition by stimulating research, extraction, processing, and industrialization of essential minerals used in high-tech sectors like electric vehicles and smartphones.
To support this initiative, the government has introduced several financial and regulatory mechanisms. The Mineral Activity Guarantee Fund (Fgam) will receive an initial Union contribution of up to R$ 2 billion, with the potential to reach R$ 5 billion. Additionally, the Federal Program for Beneficiation and Transformation of Critical and Strategic Minerals (PFMCE) may offer tax credits of up to R$ 1 billion annually between 2030 and 2034. The law also provides for up to R$ 7 billion in total investments through various incentives.
The National Council for the Industrialization of Critical and Strategic Minerals (CIMCE) has been created to coordinate and monitor the policy's execution. This council will be responsible for defining priority projects and updating the list of critical and strategic minerals. Furthermore, the budget for the Geological Service of Brazil will increase from R$ 8 million to R$ 300 million to bolster soil and mineral research.
