Brazil enacts ‘Taylor Swift Law’ for event safety and ticket regulation

Brazil has enacted new legislation, colloquially known as the ‘Taylor Swift Law,’ following the death of a fan during the singer’s Eras Tour in Rio de Janeiro in 2023. The law was signed by President Luiz Inácio Lula da Silva to improve safety and consumer protection at large-scale public events.

The first decree mandates that venues hosting events with more than 1,000 attendees must provide free drinking water. It also permits attendees to bring their own water containers into venues. This measure applies to concerts, festivals, fairs, and conferences, whether held indoors or outdoors, and regardless of whether the event is free or paid.

The second decree targets ticket scalping and deceptive pricing. Online platforms are now required to disclose all additional costs and fees at the beginning of the purchasing process to prevent hidden charges at checkout. Furthermore, the law requires that ticket transfers be available without extra fees and mandates that platforms implement systems to prevent mass purchases by automated bots and scripts.
