Brazil energy sector sees biofuel investment surge and market liberalization
Brazil is experiencing significant shifts in its energy landscape, driven by massive investments in biofuels and the gradual liberalization of the electricity market. The biofuels sector has recorded R$ 289 billion in registered investments, positioning the country as a leader in the low-carbon energy transition. A key driver is the expansion of corn ethanol, which now accounts for 30% of Brazilian ethanol production, particularly in the Center-West and South regions. This growth creates a synergy between energy and food production, as corn byproducts are used for animal feed.
Simultaneously, the Brazilian electricity market is undergoing regulatory changes aimed at increasing consumer choice. Under Law 15.269/2025, small businesses served by low voltage will be able to choose their energy suppliers starting in November 2027. Residential consumers are expected to gain this ability by November 2028. This transition requires significant transparency and consumer education to help citizens navigate complex billing and supplier selection processes.
