Brazil establishes cabinet to manage El Niño social protection

The Brazilian federal government has established an extraordinary cabinet to coordinate social protection actions in response to the projected El Niño phenomenon for 2026-2027. Managed by the Ministry of Development and Social Assistance, Family and Fight Against Hunger, the temporary structure will monitor social assistance execution and consolidate strategic data to support ministerial decisions during public calamities.

This move comes amid warnings from the National Oceanic and Atmospheric Administration (NOAA) that the approaching El Niño has a high probability of being one of the strongest recorded since 1950. Experts note that global warming is adding significant energy to the climate system, potentially intensifying droughts in the Amazon and Central Brazil, heavy rains in the South, and heatwaves in the Southeast.

Despite these risks, data indicates that 65% of Brazilian municipalities are unprepared for climate emergencies. Historical spending patterns show that Brazil has spent nearly three times more on reconstruction than on prevention since 2012, highlighting a systemic challenge in climate adaptation and disaster mitigation.
