Brazil establishes Express Purchasing System for federal procurement

The Brazilian federal government has enacted Decree No. 13.106/2026, establishing the Express Purchasing System (Sicx). This new model aims to modernize the procurement of standardized goods and services within the federal public administration.

Managed by the Secretariat of Management and Innovation under the Ministry of Management and Innovation in Public Services (MGI), the system is designed to align public contracting with the dynamics of private e-commerce. The decree regulates the use of accreditation for fluid markets or standardized goods where constant price fluctuations make traditional bidding processes impractical.
