Brazil expands animal protection via municipal program and federal bill

The city of Colombo in Brazil approved Law No. 1.904/2026, creating a Program of Support for Independent Protectors (PAPI), a municipal Food Bank for animals and a “Friendly Animal Company” seal. The measures provide accreditation for volunteers rescuing abandoned or abused dogs and cats, coordinate food donations and recognize businesses that contribute to animal welfare.

At the federal level, a bill (PL 2.226/2026) has been introduced to amend the Maria da Penha law, extending its protection to pets of women facing domestic violence. The proposal would integrate shelter and veterinary care for animals, prohibit aggressors from harming or threatening pets, and treat animal abuse as part of the intimidation tactics used against victims. Both initiatives reflect a growing legislative focus on the link between animal cruelty and domestic violence in Brazil.
