Brazil expands credit and housing guarantee funds with new provisional measure

The Presidency of Brazil issued a provisional measure (MP) that modifies the rules of the Desenrola Adimplentes, Novo Desenrola Brasil and Minha Casa, Minha Vida programs and authorises additional federal contributions to guarantee funds.

The measure allows the Union to increase its participation by up to 2 billion reais in the Fundo Garantidor para Investimentos, up to 750 million reais in the Fundo Garantidor de Operações, and up to 750 million reais in the Fundo Garantidor da Habitação Popular, expanding coverage for credit and mortgage operations.

It also extends the deadline for financial‑education actions of the Novo Desenrola Brasil program to 31 August 2027, renews for two more years the regularisation period for pending housing units, and amends MP 1.350/2026, which expires on 12 May and has not yet been reviewed by Congress. The MP was published in an extra edition of the Official Gazette on Saturday and took effect immediately.
