Mexico and Brazil deepen strategic partnership across energy and trade

Mexico and Brazil have moved to tighten their bilateral relationship, launching a new phase of cooperation that spans trade, energy, science and education. After a three‑year hiatus, the two countries reconvened the Binational Commission, led by Mexican Foreign Minister Roberto Velasco and Brazilian Chancellor Mauro Vieira, to set an agenda focused on deeper integration.

A cornerstone of the renewed agenda is a Memorandum of Understanding between Petróleos Mexicanos (Pemex) and Petrobras, establishing a two‑year program for joint deep‑water exploration in the Gulf of Mexico and the exchange of technical, technological and regulatory expertise. The partners also agreed to sign cooperation agreements on educational exchange and scientific research, including Portuguese language courses in Mexico and joint innovation projects.

Both governments reaffirmed their commitment to multilateralism and to supporting each other’s diplomatic representation, with Brazil agreeing to protect Mexican diplomatic interests in Peru. The alliance is presented as a pragmatic response to broader geopolitical tensions, aiming to provide certainty to markets and to strengthen regional stability in Latin America.
