Brazil expands free student transport passes with municipal rollout and national bill

The municipality of Indaiatuba, through the Fundação Indaiatubana de Educação e Cultura (FIEC), will issue a 100 % free school‑transport pass to students enrolled in regular technical courses, technologist programs and the pre‑vestibular course. The pass covers the full fare of urban public transport for two trips per school day, is loaded onto a magnetic card in the student’s name and can be requested online.

Federal deputy Lindbergh Farias (PT‑RJ) has introduced Bill 4.841/2026 to create a National Policy of Free Student Transport (PNPLE). The proposal would guarantee free public‑transport rides for low‑income students at all education levels, with costs shared between the National Education Development Fund, states, the Federal District and municipalities. Adoption would be optional for each federative unit, which would submit an implementation plan to the Ministry of Education.
