Brazil expands NR‑1 occupational safety rule to cover psychosocial risks

Brazil's Ministry of Labor has revised the NR‑1 occupational safety regulation to include psychosocial risks such as mental‑health pressures, workload, leadership style, autonomy and organizational design. The change extends the scope of workplace safety beyond physical, chemical and mechanical hazards, requiring close coordination between Safety, Human Resources, Legal, Compliance and senior management.

The revision does not prescribe a single method for assessing these factors, giving companies flexibility but also creating potential for divergent interpretations by firms, consultants and regulators. Implementation is expected to be complex, as measuring subjective elements like stress and communication is far less straightforward than measuring noise or chemical exposure. The new approach aims to integrate occupational health with organizational governance, making the way work is organized a core element of risk assessment.
