Brazil expands public animal feed stocks via new law

Brazil has sanctioned Law 15.490/2026, which expands the range of products available in public stocks for animal feed through the Counter Sales Program (ProVB). Previously limited to corn, the list now includes sorghum, cottonseed, soybean meal, and corn meal.

The new legislation facilitates access for small-scale breeders and family farmers, including those with an active National Registry of Family Agriculture (CAF) or those meeting Pronaf income limits. Agricultural cooperatives and family farmer associations with active CAF status are also eligible.

Under the law, the National Supply Company (Conab) is authorized to conduct public auctions to form agricultural stocks, allowing for purchases from producers and cooperatives at up to 25% above the minimum price. Additionally, the previous annual purchase cap of 200,000 tons for ProVB has been abolished; future volumes will be determined annually by the Executive Branch based on budget availability.
