Brazil expands support networks for women facing domestic violence

In São Paulo, a robust social assistance network provides confidential shelter for women fleeing domestic violence. The system includes 47 shelters across 92 municipalities, with a total capacity to serve 1,296 people. Co-funded by the State Government through the Secretariat of Social Development (SEDS) and managed by local municipalities, the service allows mothers to stay with their minor children. Access is facilitated through municipal social assistance centers, such as CREAS and CRAS, where technical teams assess risk and provide guidance. Stay durations are typically up to six months, with possibilities for extension.

In Salvador, a new legislative proposal (Bill No. 277/2026) aims to expand support for victims of domestic violence regarding court-ordered assisted visitation of children. Introduced by Councilwoman Marcelle Moraes, the project seeks to provide legal guidance and procedural information within the municipal social assistance network. The proposal also suggests creating a municipal registry of support persons to monitor visits when mandated by the judiciary, ensuring these encounters occur under safe, legally established conditions.
