Brazil extends FGTS credit line for philanthropic hospitals until 2030

President Luiz Inácio Lula da Silva signed Law 15.486/2026, extending the deadline for using Fundo de Garantia do Tempo de Serviço (FGTS) resources to finance philanthropic hospitals and non‑profit institutions that complement the Sistema Único de Saúde (SUS) until 2030. The measure reopens the Caixa Hospitais FGTS program, which has R$ 2.11 billion allocated, with R$ 1.58 billion already in a pipeline covering 78 entities.

At the signing ceremony, contracts were formalized with the Instituto do Câncer do Ceará (R$ 46 million), Santa Casa de Misericórdia de Goiânia (R$ 33 million) and Santa Casa de Misericórdia de Barretos (R$ 30 million) to expand capacity and improve infrastructure. Between 2019 and 2022 the line of credit funded about R$ 3 billion for roughly 140 entities, helping them renegotiate debt and maintain services, especially in municipalities where these hospitals are the sole providers. The law does not affect the federal budget because the financing uses private FGTS funds, and it also updates tax‑certification rules for charitable entities.
