Brazil faces debate over foreign investment and AI strategy

The National Confederation of Liberal Professions (CNPL) has issued a manifesto expressing concern regarding the influx of foreign companies into Brazil's strategic sectors, including technology, artificial intelligence, energy, and data centers. Citing recent issues involving Chinese workers at a BYD construction site in Bahia, the CNPL is calling for stricter labor oversight and the prioritization of qualified Brazilian professionals. The organization proposes several national commitments, including technical justification for hiring foreign labor, limits on foreign workforce proportions in strategic projects, and ensuring foreign firms comply fully with Brazilian labor laws and safety standards.

In a separate discussion regarding technological competition, researcher Silvio Meira suggested that Brazil should not attempt to compete directly with the United States and China in developing closed frontier artificial intelligence models. Instead, Meira argues that Brazil should focus on international cooperation to develop open models and concentrate its efforts on the application of AI technology. He noted that significant economic value is often generated through the applications and complements of general-purpose technologies rather than the underlying basic technology itself.
