Brazil faces fiscal challenges as government spending outpaces revenue

The Independent Fiscal Institution (IFI) has issued a report highlighting significant budgetary challenges in Brazil. The agency reports that government spending, including both mandatory and rigid discretionary expenses, continues to grow rapidly. This trend has led to a worsening structural primary deficit, which is estimated to reach 1.4% of GDP by the second quarter of 2026.

Despite this pressure, the government is projected to meet its 2026 fiscal targets with some margin, a situation aided by increased revenues from higher oil prices. However, analysts warn that this relief may be temporary. In the first seven months of the year, revenues grew by 6% while expenses rose by 6.3%. Furthermore, there are concerns that between R$ 63 billion and R$ 69 billion in spending may not be fully accounted for in the official budget.

Economic projections for 2027 suggest a period of deceleration. While the GDP is expected to grow between 1.05% and 1.8%, some experts predict it could be the country's slowest growth year since the pandemic. Financial institutions like Daycoval note that while fiscal stimulus will likely lose momentum in 2027, the economy is not expected to enter a recession, provided necessary adjustments are made.
