Flávio Dino orders Federal Police probe into R$ 55.4 million in 'emendas Pix' irregularities
Supreme Court Minister Flávio Dino has ordered the Federal Police to investigate potential crimes involving "emendas Pix," a system of direct parliamentary budget transfers. The order follows a report from the Federal Court of Accounts (TCU) that identified approximately R$ 55.4 million in potential damages to the public treasury between 2020 and 2024.
The TCU audit analyzed 100 special transfers totaling R$ 198.1 million across 74 entities. The findings highlighted several categories of irregularity: R$ 26.3 million due to lack of transparency and traceability, R$ 14.9 million involving undocumented expenses or payments unrelated to the transfer's purpose, and R$ 14.1 million linked to overpricing or incomplete projects.
Dino instructed the Federal Police to prioritize cases involving direct damage to public funds. Additionally, he set a ten-day deadline for the Ministry of Management and Innovation to improve the Transferegov.br system and mandated that states and municipalities adopt standardized National Treasury Secretariat accounting codes by 2027 to ensure future traceability.
