Brazil Freight Bill Grants Amnesty to 2022 Election Road Blockers

A provision was added to Brazil's provisional measure MP 1.343/2026 – which sets a minimum freight rate – to grant amnesty to truck drivers, transport companies and related parties penalised for participating in road blockades and protests after the second‑round presidential election in 2022. Drafted by deputy Zé Trovão (PL‑SC), the text cancels administrative, civil and criminal fines and terminates ongoing lawsuits against those involved.

The amendment, described as a “jabuti” (unrelated rider), comes after the Supreme Court ordered the execution of roughly R$ 7.1 billion in fines related to the blockades. The report was presented on 15 June 2026, with a revised vote expected in the mixed commission on 16 June and a full Chamber vote slated for 17 June.
